Ladies and Gentlemen：
On the eve of the Chinese Spring Festival of the Snake year, I would like to extend, on behalf of all the staff in the Chinese Embassy in Papua New Ginuea, the warmest greetings and best wishes to the management and staff of Ramu Nico. Wish you all a happy spring festival, the best of health and work, prosperity and happiness.
Ramu Nico is not only China’s largest investment project in the Pacific Islands region, but also the first large-scale project jointly invested by China, Australia and the PNG. It is remarkable that with joint efforts made by the three parties, the nickel mine project was completed and commissioned on Dec. 6th, 2012 after years of arduous work and strenuous efforts. As a critical step to success, it was a hard-won achievement made by painstaking work of managerial, technical and construction personnel and indicated the bright future of mutual benefits and cooperation among China, Australia and the PNG. We should make untiring efforts with earnest and down-to-earth spirit, and strive for more sincere cooperations in order to ensure that the project will reach its production efficiency soon,to benefit the people of the three countries and to compose a new chapter of cooperation among China, Australia and the PNG. Here, I would like to share a few ideas with the management and workers at Ramu Nico.
First of all, to further enhance the awareness of cooperation and win-win mechanism. China, Australia and the PNG are friendly to each other and their economies are highly complementary. The three countries have strong expectations for economic and trade cooperation. Under the principles of mutual benefits and win-win results, we must make concerted efforts and stand together through storm and stress to create a prosperous future for Ramu Nico. China does not have a long history of full participation in international economic cooperation, but we would like to learn and draw advanced managerial experience and technologies from all the other countries in the world. And in light of the realities of Ramu Nico, we will try to train a world-class management team and build a world-class enterprise.
Secondly, instensify the awareness of work safety. Safety is for better work and work must be safe. Ramu Nico is a world-class large-scale mining enterprise with complicated mining, ore slurry transportation and metallurgical processes as well as high technical standards. I hope that you can strictly follow international and modern standards to plan and produce meticulously, Prevent all the potential safety hazards and achieve work safety with zero accidents.
Thirdly, strengthen the awareness of environmental protection. From the beginning, Ramu Nico has brought up the idea of building beautiful communities, pursuing the principles of green development, low-carbon development and sustainable development and adopting the advance technologies of the deep sea tailings placement (DSTP). In the new situation, we have to earnestly carry out the PNG Environmental Law, further specify and implement environmental protection measures, innovate in development pattern and truly realize scientific development.
Last but not least, reinforce the awareness of localization. Undoubtedly, the exploitation of the nickel mine will promote the economic development of the PNG, especially that of the Madang region. The PNG people have shown a high enthusiasm for participating in the nickel mine construction. Ramu Nico hired nearly 3,000 local staff at the peak period of construction and even now, nearly 1,000 people still work there. There would be no development of Ramu Nico without the participation of the PNG people. We not only welcome the local people to take part in the construction, but also sincerely teach them techniques, give regular trainings and improve their operation skills. Meanwhile, we will actively participate in community building and strive for common development.
Ladies and Gentlemen,
On festival occasions more than ever one thinks of families and relatives. Spring festival is around the corner. This is a time of family gatherings, but you are working here in a foreign country far away from your motherland and those you love and cherish. I would like to extend my highest respect for you all, for your great contribution for the cause of mutual benefits and cooperation of the three countries. At this moment, we are delighted to see that our motherland becomes increasingly stronger with the dynamics of change. In the past year, the Chinese people have realized their dreams in several aspects: the space travel of Shenzhou-9 manned spacecraft, the deep sea dive of Jiaolong submersible, the commissioning of Liaoning aircraft carrier, the 38 gold medals at London Olympic Games, and the 7.8% GDP growth. And the most special delight is the successful conclusion of the 18th National Congress of the Communist Party of China, which marks a smooth leadership transition. Thus, we have every reason to be proud of the rapid development of our motherland.
In conclusion, I would like to invite you to join me in wishing China thriving prosperity!
I wish more great achievements will come from the mutually beneficial cooperation among China, the PNG and Australia!
