On 30 September, H.E. Ambassador Zeng Fanhua wrote an article entitled "Working together for a brighter future of China-PNG relations" on Post Courier and the National, celebrating the 72nd anniversary of the founding of the People’s Republic of China and the 45th anniversary of the establishment of diplomatic relations between China and PNG. Today, we celebrate the 72nd birthday of the People's Republic of China. On this joyous occasion, I would like to extend my sincere gratitude to all friends who care for and support China's development and contribute to the friendship and cooperation between China and Papua New Guinea.

Over the past 72 years, under the leadership of the Communist Party of China, hundreds of millions of Chinese people have remained true to their original aspiration and were determined to strive. They created two miracles of rapid economic development and long-term social stability that are rare in the world. China has changed its tragic fate of being poor and weak, and has achieved a great leap from standing up, getting rich to becoming strong, and has become a vital force in maintaining world peace and stability and promoting common development and prosperity.

Today's China is the people's China. The people are the true masters of the country. Serving the people wholeheartedly is the fundamental purpose of the Communist Party of China and all levels of government. From the people, depending on the people and for the people is the logic and the code of China's development over the past 72 years.

The Chinese people have escaped poverty and completed the building of a moderately prosperous society this year. China has lifted more than 800 million people out of poverty, accounting for more than 70 percent of global poverty reduction, and completed the poverty reduction targets of the United Nations 2030 Agenda for Sustainable Development ten years ahead of schedule, creating a miracle of poverty reduction that is the largest in scale, longest in duration and benefits the largest population in human history. Nowadays, China has become the world's largest consumer market, and formed the world's largest middle-income group of more than 400 million people. The entire population of China is living a prosperous and well-off life.

The democratic rights of the Chinese people are fully guaranteed. The Chinese people enjoy a broad, full, real, concrete and effective democracy. The people exercise their democratic rights through a variety of channels and means, not only in voting elections once every few years, but also in making decisions on major public affairs that affect the people's livelihood; not only in democratic elections, but also in other aspects of national governance, such as democratic consultation, democratic decision-making, democratic management and democratic supervision; not only in the political sphere, but also in the economic, cultural and social spheres. Democracy is a common value for all human beings. China's democracy is rooted in Chinese history and culture, in line with China's national conditions, and embraced by the Chinese people.

The Chinese people are feeling more secure and happier than ever. China has long maintained good public order and social stability, and is recognized as one of the most secure countries in the world. The people's well-being in terms of employment, education, medical care, housing, pensions, social insurance and other livelihoods has continued to improve. Since 1949 when the People's Republic of China was founded, life expectancy per capita of the Chinese population has more than doubled from 35 years old to 78 years old. The ecological environment continues to improve, with bluer skies, greener mountains and clearer water. In the face of the COVID-19 pandemic, the Chinese government has implemented a policy of free treatment and free vaccination for the benefit of the people to ensure the safety and health of the people. The latest public opinion survey results from international authorities show that the Chinese people have a 95% trust in their government.

Today's China has deeply integrated into the world. As early as the middle of the last century, Chairman Mao Zedong, the founder of the People's Republic of China, announced that "China should make a greater contribution to mankind". Decades later, President Xi Jinping solemnly declares that "China should be obliged to do and do well whatever is good for all mankind."

China contributes its wisdom and strength to the global solidarity and cooperation against the pandemic. China has always believed that COVID-19 pandemic knows no national boundaries and that the virus is the public enemy against humanity. China has always taken up its responsibilities and cooperated with the international community on all fronts. China was the first country to share information and experience in fighting the pandemic with all parties, provided large quantities of anti-pandemic materials to countries and regions across the world. As of September, China has sent masks, protective clothing, testing reagents and other material assistance to more than 200 countries and regions. China has taken the lead in large-scale foreign vaccine assistance, and so far has provided more than 1.1 billion doses and stock solutions to more than 100 countries. China has also dispatched 37 batches of anti-pandemic medical expert groups to 34 countries. China upholds the common values of humanity and the sentiment of great harmony, builds a community of common health for mankind, and makes contributions to the global fight against pandemic within its capacity.

China provides strong backing for international justice. In modern times, China has suffered from injustice and humiliation. Since the founding of the People's Republic of China, the Chinese people have straightened their back and become the staunch defenders to international justice. China has always spoken and acted justly in the international arena, opposing hegemony and bullying, and insisting on the principle of joint contribution, extensive consultation and shared benefits. China never interferes in the internal affairs of other countries and respects the independent choice to development path of each country. China practices genuine multilateralism and opposes any attempt to undermine the international order on create confrontation and division under the banner of so-called "rules". China advocates equality among countries of all sizes and opposes bullying the weak with the strong and bullying the small with the big.

China adds a strong impetus to the world economic recovery. Among the world's major economies, China was the first to control the pandemic and achieve positive economic growth. The World Bank and other international authorities generally forecasted that China's economic growth rate will exceed 8% in 2021, and will lead the world's recovery in the post-pandemic era with its own recovery. China is embracing the new development stage, implementing the new development philosophy, and creating a new pattern of development. China continues to open up wider to the world. It is actively promoting the effective implementation of RCEP as soon as possible, and has applied to join the CPTPP. China's continuous advocacy for high-quality economic development and trade and investment liberalization and facilitation will inject more momentum, release more dividends and provide more opportunities for the world.

China’s development has broadened the path for human modernization. Modernization is a common pursuit of all countries in the world and an inevitable trend of social development. History and practice have fully proved that "modernization" is not equal to "Westernization", as the chaos in Afghanistan is the latest example. Western countries regard its own modernization experience as a "universal truth", and attempts to "copy" its own model based on the destruction of other countries' civilization are bound to fail. Based on its own national conditions, China has followed the path of peaceful development and insisted on people-centered philosophy. It has completed in a few decades the modernization process that the Western countries has been following for hundreds of years. China’s approach to modernization has broadened the path to modernization for developing countries, and gives confidence and choice to those countries and nations that wish to accelerate development while maintaining their independence.

Today's China stands at a new starting point in history. This year marks the 100th anniversary of the Founding of the Communist Party of China. Under the leadership of the Communist Party of China, China has realized the first centenary goal of building a moderately prosperous society in all respects, and has embarked on a new journey of comprehensively building a modern socialist country. By 2035, China will have basically realized socialist modernization. By the middle of this century, China will have fully built a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful. China will continue to be a builder of world peace, a contributor to global development, and a defender of the international order. China will firmly uphold and practice multilateralism and make new and still greater contribution to building a community with a shared future for mankind and promoting world peace and development.

This year also marks the 45th anniversary of the establishment of diplomatic relations between China and PNG. On 12 October 1976, the People's Republic of China and the Independent State of Papua New Guinea formally established diplomatic relations. China-PNG relations have gone through a remarkable journey. Under the strategic leaderships of both countries, mutual political trust has been deepened, common interests have been continuously expanded, cooperation and exchanges have become increasingly closer, and friendship between the two peoples has grown even stronger.

Over the past 45 years, mutual respect has laid the foundation of mutual trust between our two countries. China and PNG regard each other as sincere friends and partners, and have long understood and supported each other on issues related to each other's core interests and major concerns. China appreciates PNG's firm adherence to the One-China policy and standing on the right side of history. We will continue to firmly support PNG in its efforts to safeguard national sovereignty, independence and territorial integrity. The relationship between China and PNG has withstood the test of international turbulence and set an example of peaceful coexistence and win-win cooperation between countries of different sizes. In November 2018, President Xi Jinping paid a state visit to Papua New Guinea and the two countries established a Comprehensive Strategic Partnership featuring mutual respect and common development, opening up a new phase of rapid development for China-PNG relationship.

Over the past 45 years, mutual benefit and win-win cooperation have generated sustained impetus to the relationship between our two countries. China and PNG enjoy high economic complementarity and enormous potential for economic and technical cooperation, which have brought visible benefits to the people of both countries. PNG is China's largest trading partner and investment destination in the Pacific Island region, and China has become the largest source of foreign investment and engineering contractor in PNG. China and PNG have deepened the Belt and Road cooperation, aligned the Belt and Road Initiative with Connect PNG, which has greatly promoted PNG's infrastructure development and achieved win-win results.

Over the past 45 years, people-to-people exchanges have tightened the bonds of friendship between our two countries. Peoples of our two countries have simple and sincere friendly sentiment for each other, Chinese people share the desire of PNG people to eliminate poverty and improve livelihood, and are willing to share development experience and provide assistance. China has built Butuka Academy, the most modern school in the Pacific islands region, and provided dozens of PNG students with scholarships to study in China. Chinese medical team has been providing medical services to PNG people for 18 years. China-PNG Malaria Control Center has effectively strengthened the ability of PNG to fight malaria. Fujian Province of China has assisted Eastern Highlands Province with Juncao and upland rice technology, which has helped many local people to remove poverty and live a better life.

Over the past 45 years, mutual help has built a deep friendship between our two countries. In the face of COVID-19 pandemic, our two countries joined hands to fight the pandemic and overcome the difficulties together. At the beginning of the pandemic, Prime Minister Marape sent a letter to President Xi Jinping on behalf of the people of PNG to express sympathy and support to the Chinese government and people, and hosted a donation luncheon to raise funds to support China. After the outbreak of the pandemic in PNG, China has been quick to send a large amount of financial and medical assistance to PNG to fight the pandemic. This July, Chinese Sinopharm vaccines were roll-out in PNG to help PNG people defeat the pandemic. In the future, China will further strengthen cooperation with Pacific island countries, including PNG, in responding to major public health incidents and natural disasters, and build a community of common health for mankind.

China's relationship with PNG is at its best in history, with a solid foundation and broad prospects. Standing at a new historical starting point, China is willing to work together with PNG to seize opportunities, overcome challenges, increase the benefits for our peoples, promote common development and prosperity, to create an even brighter future for China-PNG Comprehensive Strategic Partnership.
