How do the agencies of the Chinese Government stationed abroad protect the rights and interests of the Taiwan compatriots?

It is pointed out by President Jiang Zemin that the
agencies of the Chinese Government stationed abroad
"should strengthen close ties with compatriots from
Taiwan, listen to their views and demands, be concerned with
and take into account their interests and make every effort
to help them solve their problems."
It is
a major duty of the Chinese embassies and consulate
stationed in foreign countries to protect the legitimate
rights and interests of the vast numbers of Taiwan
compatriots residing abroad and to make every effort to help
them solve their problems. When their life and property and
their legitimate rights and interests are threatened or
trespassed upon, the Chinese agencies stationed in the
localities including embassies and consulates are duty-bound
to do their utmost to provide rescue and protection. In the
past, the Chinese embassies and consulates in foreign
countries did a large amount useful work to safeguard the
legitimate rights and interests of the vast numbers of
compatriots from Taiwan through diplomatic and other
channels, for instance, the settlement of the arrests of
fishing boats and fishermen from Taiwan in Somalia,
Argentina, the Philippines and other places, the withdrawal
of Taiwan staff and workers from Kuwait during the Gulf War,
etc. The relevant Chinese agencies stationed abroad treat
the Taiwan compatriots in the same way as the compatriots
from the mainland of the motherland by giving them
protection and making proper arrangements for
them.
From now on, the Chinese agencies
stationed abroad must earnestly carry through the spirit of
the talks by Jiang Zemin and do a better job of protecting
the legitimate rights and interests of Taiwan compatriots
residing abroad and providing various services to them.
